Portland's Bureau of Environmental Services stated its staff were making emergency repairs and preventing sewage discharges into homes and businesses 24/7. Due to a frozen pipe, Portland's main sewage pump plant, which feeds downtown and the inner city, was partially operational.

"As conditions remain hazardous for the next several days, we need you to stay home," Portland Mayor Ted Wheeler tweeted Saturday. Please check on neighbors when possible. It needs the whole community to weather this."

For life safety resource sharing, the Oregon Department of Emergency Management activated its Emergency Coordination Center for state agencies and nonprofit partners. The agency advised staying home, being informed, having an emergency plan, and stocking an emergency kit.
